Grattan Institute calls for review on spending before May federal budget

The Grattan Institute has released its pre-budget report, arguing for changes to GST, super and next year's planned stage 3 tax cuts. The Grattan's CEO Danielle Wood says these are hard decisions that the government cannot shy away from.
