Victorian Opposition pledges new money for independent and Catholic schools, proposes phonics teaching reform

The Victorian Opposition has taken a break from its regular campaigning on the health system, instead focusing on education. Opposition Leader Matthew Guy was in his own electorate of Bulleen to spell out new policies for the classroom.
