The Agriculture Minister says one reason why some people do not want Local Government reform is because it will fix the system that causes long delays in approvals from the building departments in the fourteen municipal corporations.
But one Opposition Senator says the Government's Local Reform Bill will only make the bureaucracy worse.
It was all part of the Senate's debate of the Bill Tuesday.
