Stakeholders representing special interest groups want legislators to consider their circumstances, should they be prosecuted under the Sexual Offences Amendment Bill.
These groups include children, people in certain vulnerable situations, and the mentally disabled.
The recommendations were made as the Special Select Committee held the second public meeting with different interest groups.
