Malta's parliament has passed legislation to permit the cultivation and personal use of cannabis. It's the first country in Europe to do so - although several others have similar plans - or tolerate cannabis use in certain circumstances. But opponents have called for the president to veto the law. The BBC's Tim Allman reports.
