Why UPA Govt was not ready for airstrike after 26/11 attack?

After the 26/11 attack, the Indian Air Force was ready to conduct an airstrike on Pakistan, but the Manmohan Singh government did not allow them to take any action. This disclosure was made by the then Indian Air Force Chief himself on Aaj Tak.
