Medway council are spending thousands of pounds a year on Deangate Ridge, despite originally closing it down because it was costing too much money.
Figures show that more than £140,000 a year is being spent on security guards at the former golf course.
It comes as £150,000 could also be spent to carry out surveys on the land, with some councillors arguing it could have been cheaper to keep it open.
