Cloudy skies with scattered rain showers may prevail over some parts of Luzon and Visayas due to the prevalence of the intertropical convergence zone (ITCZ) and northeasterly surface wind flow, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Monday morning Oct. 25.
