The Prime Minister says a four step national plan to enable the country to open up is still underway, despite COVID-19 outbreaks in New South Wales and Victoria. The commonwealth is now providing financial support for areas of both states that are in lockdown, after changing its disaster payments so that Victorians facing lockdown this week can get access sooner.
