Tropical Storm Elsa forms
Tropical Storm Elsa crossed over Cuba late Monday and had emerged back over water in the Gulf of Mexico, where conditions may allow the ragged system to organize and strengthen before hitting Florida.
The NHC's 8 p.m. update showed Elsa had weakened over Cuba as expected, with winds down to 50 mph. But it was already back up to 60 mph as of the 11 p.m. update, moving north-northwest at 12 mph.
Forecasters are confident that Elsa will track up the west coast of Florida. It's not impossible that Elsa could become a hurricane over the Gulf of Mexico before landfall.
