The international arrival cap will be cut by half under a plan agreed to by National Cabinet, to try to prevent the Delta strain leaking into the community. State, Territory and Federal leaders also agreed on a four-phase plan to chart Australia’s path out of the pandemic, but it’s not yet clear when life might return to normal.
