West Bengal Chief Minister Mamata Banerjee on Monday snubbed the central government's order to release state Chief Secretary Alapan Bandyopadhyay so that he could report to Delhi, saying the state government "cannot release, and is not releasing" him. In a letter to Prime Minister Narendra Modi, Mamata Banerjee said she was "shocked" and "stunned" by the "unilateral order" to recall Alapan Bandyopadhyay to the Centre.
