Chicagoans surprised to see river dyed green after a year without the tradition

After the city of Chicago announced that they wouldn't dye the Chicago River green for St. Patrick's Day for the second year in a row due to COVID-19, they did it anyway, early in the morning of March 13 to prevent crowds.
