An overzealous shop manager tries to have a local respected elderly lady prosecuted for shoplifting of a minor item. The police decide not to pursue the matter.The disgruntled shop manager then refuses to co-operate with an anti-glue sniffing campaign organized by the same police and allows a local youth to purchase a large amount of solvent. A few hours later, PC Danny Sparks discovers the dead body of the boy in a derelict house. A furious Inspector Longton then goes to confront the manager and inform him of the tragic consequences of his actions.
