Mudwater surges in a riverbank as Typhoon #UlyssesPH starts to drench the Bicol region, which is still reeling from the devastation of two typhoons in less than three weeks. Thousands of people have been evacuated especially those living near coastal areas, where strong winds started bringing waves.
