First of all, this revision to allow all South Korean private sector and government organizations to develop launch vehicles using liquid AND solid fuels, as well as any combination of the two types, without any limitations. What are the implications?
Seoul first signed the missile guidelines with Washington in 1979. Since then there have been three revisions with today's being the fourth. The last one was in 2017. Does the timing of the revision this time say anything about South Korea, U.S. alliance?
