Uproar in Rajya Sabha over Delhi govt's even-odd formula

Rajya Sabha today witnessed an uproar on odd even formula of Delhi Government. Rajya Sabha member Pramod Tiwari said that the decision has been taken without considering important facts. He said the formula is impractical.
