元治元年1864年5月江戸幕府軍艦奉行の勝海舟の建言により幕府が神戸に海軍士官養成機関、神戸海軍操練所が設置されました。神戸海軍操練所が出来上がるまでの文久3年1863年3月から9月24日までの約半年間、大阪市中央区に勝海舟の私塾兼住居の海軍塾がありました
