The Nor'easter flooding on the Outer Banks in Avon, North Carolina, had damaged neighborhoods on Monday (November 18).
High winds and heavy rains had diminished by Monday afternoon as the low-pressure system moved away from the Outer Banks area.
Flooding remains a problem throughout Hatteras Island.
