The harrowing moment is captured as Houston is ravaged by high waters and winds from Tropical Storm Imelda on Wednesday (September 18).

The high waters from the storm left many cars stranded on roadways as heavy rains continued to pour down.

Imelda, recently downgraded to a tropical depression, dumped over 10 inches of water in the Houston area on Wednesday and is expected to continue moving up the East Coast.

Ken Graham, director of the National Hurricane Center, said the Houston area and parts of the upper Texas coast and East Texas could get significant rainfall through Thursday as the storm moves north. Imelda's rain bands were also stretching into Louisiana, according to media reports.
