Capa says his transfer an injustice

MANILA - Injustice. That's how former Task Force Tugus head Conrado Capa describes his transfer to Cebu as deputy regional director for operations of Philippine National Police Region 7. In an interview on Headstart, an upset Capa insisted that his transfer is not a promotion because other senior superintendents became generals without having to pass through the RDO. He also expressed frustration that PNP chief Director General Alan Purisima never commended him for capturing Delfin Lee. He stressed that his past achievements qualify him to at least be chief superintendent or general and that Lee's arrest is just icing on the cake. "It's inaccurate to say I was promoted. That's why I had an outburst last Thursday. I was just transferred. My rank will stay as senior superintendent or colonel," he said. "[Purisima] didn't even congratulate me that night (after Lee's arrest). I can't understand, that's one of my frustrations. Complete strangers congratulate me when they see me." Capa also denied that the PNP was planning a surprise congratulatory ceremony for his transfer to Cebu. "Last Saturday, I saw this press release from Chief Superintendent Reuben Theodore Sindac. He said there was supposed to be a congratulatory ceremony for me, which is supposed to be a surprise. There's no such thing as a surprise ceremony in the PNP. That's ridiculous," he said. "I'm not a kid, they're making a fool out of me," he added. Capa said he hopes his decision to speak out will lead to reforms in the PNP promotion system. He clarified that no one talked to him to release Lee. He also said he does not know any influential backers who could have asked for Lee's freedom. "I know what I did was out of the PNP grievance system but I have to talk to the media. Otherwise, I will be at the end of mistakes of the PNP.
