Brillantes on vote-buying: 'Hindi pwedeng kwento-kwento lang'

MANILA -- Commission on Elections (Comelec) Chairman Sixto Brillantes said the poll body cannot just launch investigations based on mere allegations of vote-buying allegations without enough evidence to back these up.
