MANILA -- Thousands lined up across the country to register for the barangay and Sangguniang Kabataan (SK) elections in October. In Bacolod City, residents were already in line as early as 6 a.m. Some of them were students who skipped school to register. Others in line admitted they were prompted to register by some barangay officials who provided them with food. It was the same scene in Iloilo City where long lines formed for the SK registration. But some were dismayed by the slow process and the poor state of the Commission on Elections (Comelec) office which is located at the Iloilo terminal market. Thousands also trooped to the Comelec office in Zamboanga City to register. Some applicants, however, complained local poll officials failed to implement proper procedures for registration.
