Gen. Barry McCaffrey, the most highly-decorated retired U.S. army officer, gave Trump a warning. President Donald Trump is considering pardoning convicted war criminals and service members. McCaffrey said doing so would damage “the values of the U.S. armed forces.” According to Business Insider, McCaffrey admits to the difficulty in “distinguishing friend from foe.” He said: "Our values as a fighting force demand that we not abuse detainees or prisoners of war under our control.”
