Haryana chief minister Manohar Lal Khattar has sparked controversy by saying that his government might roll out a special license to allow foreigners to consume beef in the state. This comes after Haryana government passed a Cow protection bill last year which proposes jail for up to 10 years for cow slaughter while up to 5 to 7 years for consuming or selling it.
