Gujarat has introduced the toothless Lokayukta Bill. The Goveror Kamla Beniwal has termed it as a mockery of judicial system which will make Lokayukta a caged parrot.
The Bill seeks the Government's permission before acting on the complaint and the lokayukta's report will not be binding on the State Government.
Government also plans to fine the complainants if it finds their pleas frivolous.
