The 4 million Kashmiris living in Pakistan Occupied Kashmir. Can we not give all these people a voice by creating an opportunity for them to be elected to the two legislatures? If this calls for a Constitutional amendment and its subsequent ratification by the J&K assembly, is it not time political parties in India came together arrived at some sort of a consensus and took the right steps in this direction?
