The newly appointed Independent Electoral and Boundaries Commission (IEBC) Chief Executive Officer/Secretary, Ezra Chiloba Simiyu, was sworn into office Tuesday, as he vowed to ensure efficiency and transparency at the electoral body which is accused of inefficiencies.
