Statutory body Penang Hindu Endowment Board (PHEB) warns that it will take over Nattukotai Chettiar Temple unless the temple committee stops using bulls to pull the chariot next Thaipusam.
Temple managing trustee Dr A. Narayanan said the temple had adhered to the conditions imposed by the state Veterinary Department.
