Justice Kailash Gambhir, former Delhi High Court judge, has written a letter to President Ram Nath Kovind against the Supreme Court collegium's recommendation to elevate Justice Dinesh Maheshwari and Sanjiv Khanna to the apex court by superseding 32 judges.
