Prime Minister Peter O'Neill has signed a partnership agreement with the Enga Provincial Government for the decentralization of powers.
The event was witnessed by Highlands region Governors, New Ireland Governor Sir Julius Chan and Minister for Inter Government Relations Kevin Isifu.
