Reuters reports Turkey hopes a summit with Iranian and Russian leaders in Tehran on Friday will avert a Syrian government offensive on the rebel-held Idlib enclave and prevent a new influx of refugees to Turkey, President Tayyip Erdogan was quoted as saying.
