A closed-door meeting between the Colombian government and the ELN, or National Liberation Army, has ended in Havana, Cuba. The two main issues discussed in the 5th and 6th cycles have been a new bilateral and nation-wide ceasefire, and a proposal for how civil society can participate in the building of peace.
