A Conservative peer stunned colleagues in the House of Lords this afternoon by offering his resignation for being late. International Development Minister Lord Bates was not at the dispatch box to take a question from Labour's Baroness Lister. In an emotional apology he said he felt "thoroughly ashamed" and would be quitting with immediate effect. Report by Chulanin.
