A total of 169 Russian athletes have been cleared to compete as neutrals at the PyeongChang Winter Olympics.
The vice president of the Russian Olympic Committee told reporters on Thursday that "unfortunately, our top athletes did not make it onto this list."
The roster was published by the ROC shortly after the announcement and was missing notable names like speed skater Victor Ahn and biathlete Anton Shipulin.
Last month, the International Olympic Committee banned Russia from competing in PyeongChang citing "systemic manipulation" of doping at the 2014 Sochi Games.
Instead it has allowed clean athletes to compete as individuals.
