The FBI’s counterterrorism division released an assessment in August meant to warn law enforcement officers of violent threats from black identity extremists. The assessment didn’t become public until October. But some black activists, lawmakers and police officers say the label is a pretext for broad surveillance and criminalization of black people. “It really sends a message that it’s open season on black activists,” one black lawmaker said.
