The man who plowed through pedestrians in Lower Manhattan was “radicalized domestically," Gov. Andrew M. Cuomo said. Gov. Andrew Cuomo Sayfullo Habibullaevic Saipov in killed eight people after ramming his truck through a bike lane. Saipov was linked to ISIS-related social media accounts, according to police. The Uzbek national came to the U.S. legally in 2010.
