Also it seems on the Nexus 7 image there are more instances oferasecommands, so the -w might not be enough to keep the data . instead dont use theflash-all.bat just flash the files individually like this : \r

In fastboot/bootloader mode-\r
Ran fastboot flash system system.img\r
then fastboot flash boot boot.img\r
