Neighbors Say 91-Year-Old Was 'Roughed Up' After Allegedly Pointing Stick at Officers

People living in a Memphis neighborhood are raising questions after their 91-year-old neighbor was handcuffed and cited by police while walking down the street with a stick he uses to fend off dogs.
