President Rodrigo Duterte did not attend the 119th Independence Day celebrations on Monday at Rizal Park. Foreign Secretary Alan Peter Cayetano represented the Duterte during the freedom day rites to allow the President take some rests as Malacañang continues to resolve the conflict in Mindanao.
