Duterte blames Pangilinan for juvenile justice act, rise of ‘criminal minds’

President Rodrigo Duterte on Monday blamed Senator Francis “Kiko” Pangilinan for authoring the Juvenile Justice Welfare Act, which he claimed produced “people of criminal minds.”
