Hurricane Franklin made its second landfall late Wednesday, August 9, rushing ashore just north of Veracruz, Mexico, with top sustained winds at 85 mph.
The storm quickly weakened back to a tropical storm but is expected to dump heavy rains over central Mexico before dissipating later Thursday.
