A state of emergency was declared in Oneida County, New York, due to extensive flooding in Utica on July 1.
As of 11:30 am, up to two to three inches of rain had fallen, according to reports. Many streets were closed due to flooding, and cars were seen floating on parts of the road, as seen in this video.
