The United States is introducing tough new security measures for flights into the country - but has stopped short of a threatened expansion of its carry-on laptop ban. The Secretary of Homeland Security - John Kelly - said inaction was not an option as America's enemies were constantly working to find new ways to attack aircraft. The BBC's Tim Allman reports.
