Pathankot Attack: Masood Azhar not named by Pakistan in FIR

Pakistan has lodged an FIR against unknown terrorists in the Pathankot attack case.The investigation team had recommended that the FIR be lodged against JeM chief Masood Azhar ,however the FIR, has left out Masood Azhar's name.
