Tillerson Says U.S. Will Punish ‘Crimes Against the Innocents’ Anywhere

and Russia, where Mr. Tillerson is headed on Tuesday to confront Russia’s foreign minister, Sergey V. Lavrov, over the countries’ differences in Syria.
