Pence: Congress 'just wasn't ready' to repeal Obamacare

Speaking to a group of small business owners in Charleston, W.Va., Vice president Mike Pence said he was grateful to House Speaker Paul Ryan and House Republicans in their effort to repeal the Affordable Care Act.
