Tillerson Calls on Allies to Do More in Fight Against ISIS
Tillerson said that The United States will do its part, but the circumstances on the ground requires more from all of you,
Mr. Tillerson made clear that the United States intends to continue its policy of training
proxies to do much of the fighting on the ground against the Islamic State.
Mr. Tillerson noted that about 75 percent of the military campaign against the
Islamic State in Syria and Iraq had been undertaken by the United States.

WASHINGTON — Secretary of State Rex W. Tillerson told an international conference here
that considerable progress had been made against the Islamic State but much remained to be done — and other countries needed to contribute more to the effort.
Nearly all of that progress cited by Mr. Tillerson took place during the Obama administration, a time when candidate
Donald J. Trump was denouncing President Barack Obama for failing in the fight against the Islamic State.
He said the United States appreciated the work of the United Nations in stabilizing areas newly liberated from the militants,
and he said local governments would be responsible for providing services and improving the lives of returnees once that stabilization occurs.
