In a 2008 poll across 17 countries, 15 per cent of respondents believed the United States itself was behind the deadly terrorist attacks. Seven per cent of respondents blamed Israel, while a similar figure also believed that another perpetrator other than Osama Bin Laden and Al Qaida were behind the attacks.
