Did open investigation for DV hinder Elliott's ROY bid?

How much is the open-ended investigation hurting the Cowboys' Ezekiel Elliott? One just has to wonder, especially after the NFL didn't offer invitations to the Scouting Combine to any player with a DV conviction on their record.
